Job Description

JOB SUMMARY:

Provides quality assurance evaluation and assessment of weatherization service delivery methods and procedures at homes of weatherization customers; reviews adherence to program rules and guidelines, building codes, Texas Administrative Code and provides technical assistance as needed; researches and reviews weatherization and building materials and their associated prices; conducts quality reviews of customer files including inspector and contractor documents.

CORE DUTIES AND RESPONSIBILITIES: 

  • Review and gain comprehensive knowledge of program rules and guidelines, building codes, weatherization Standard Work Specifications Field Guides, and the Texas Administrative Code.  Disseminates information to weatherization staff and provides technical assistance to subcontracted inspectors and contractors
  • Accompanies inspectors to initial and final inspections as well as site visits while repairs are in progress
  • Educates homeowners about weatherization program: how to achieve better energy efficiency in the home, and how to use and maintain equipment installed 
  • Provide guidance to inspectors and contractors in identifying air leakage at the source and methods to stop leakage in envelope and ductwork 
  • Reviews the completeness of initial inspectors’ assessments, audits, and work orders and assures that each follow program rules and guidelines of TDHCA and other funding programs, residential building science basics, and building material specifications
  • Assesses subcontractor compliance with program contracts, agency policy, and building codes 
  • Ensures agency quality metrics within weatherization assistance programs, applicable building and construction codes, and TDHCA/DOE Installation Standards by providing performance feedback to staff and subcontractors 
  • Works with Weatherization Program Manager and Specialists as needed 
  • Reviews material standards set by WAP Regulations– 10 C.F.R. Part 440.3 and assesses installed materials for compliance.  Researches new materials and installation methods and makes recommendations to Director.  Reviews program pricing, oversees material/labor bid requests as needed, and updates price lists 
  • Performs warranty site visits as needed to identify issue, determine if it is warrantable, and coordinate warranty repairs with contractors
  • Support production and forecasting plans provided by Program Director and Manager by reporting on contractor performance including but not limited to aging report, final inspection results, and customer satisfaction.  Notifies subcontractors of their performance and/or non-compliance and works with subs to improve performance to BakerRipley expectations
  • Maintains databases and other project tracking tools as required
  • Performs other duties as assigned

 

Job Requirements

MINIMUM EDUCATION:

High School Diploma, some college preferred.

YEARS OF EXPERIENCE:

One to two years’ construction experience and/or training; or equivalent combination of education and experience.

CERTIFICATIONS, LICENSES, REGISTRATIONS:

Must be able to obtain a BPI Energy Auditor certification within 2 months of hire.  Certification requires three week online coursework, one week onsite training in New Mexico, and passed written and field test.

COMPUTER PROFICIENCY:

Microsoft Word, Excel, PowerPoint

SKILLS: 

  • Skilled in Microsoft applications including Word, Excel, PowerPoint
  • Ability to learn and use weatherization software including National Energy Audit Tool (NEAT)
  • Smartsheet experience preferred
  • Skilled in Smartphone and application use
  • Photography via Smart device
  • Ability to prioritize multiple tasks and duties
