Public Sector Solutions, a division of BakerRipley manages childcare subsidies in support of working parents throughout 60 counties in Texas, provides long-term recovery services for people affected by disasters, manages utility assistance for low-income individuals, and manages Workforce Solutions career offices across the region.  Programs in this division are funded by public contracts and our reputation as an efficient and reliable steward of our tax dollars has seen this division grow over the years.


Business Operations and Innovations Supervisor (BIOS) is responsible for supporting processes and staff that sustain the program, including provider payments, provider contract compliance, appeals, recoupment, and transaction and process reviews. BIOS oversees the functions of process and procedure document updates, staff training on procedural changes and makes recommendations for systems changes and processes improvements needed to enhance functioning in all areas of the Child Care Services program. BIOS assists with research of exception reports and is the primary developer of the program database to track and report on program aspects that are not available in the TWIST database.


  • Provides oversight for or conducts research and compiles responses for various compliance reports
  • Develops working knowledge of applicable policies, procedures, and processes including local, state, federal and contractual requirements to proactively assess organizational compliance
  • Provides oversight for or analyzes repeated staff errors and coordinates action steps designed to promote staff growth and to reduce or eliminate the recurrence of errors
  • Provides oversight for or prepares and presents training materials to staff and coaches staff through awareness sessions and specific training to address monitoring findings
  • Prepares and presents related compliance reports to management identifying areas of noncompliance and   maintains complete, organized and accessible compliance records
  • Provides oversight for or maintains a master policy and procedures file in a shared drive database containing policy directives and Workforce Development letters
  • Provides oversight for or conducts quality and compliance inspections of Child Care case files. Develops and utilizes appropriate tools and processes for monitoring consistency
  • Provides oversight   for or provides technical assistance to program and administrative staff to document and improve processes; creates and updates process maps and procedures
  • Provides oversight for or develops and maintains a program database to track and report" on program aspects that are not available in the TWIST database
  • Ensures staff understands and adheres to policies and procedures as well as contractual obligations
  • Ensures accurate financial payment authorizations for Board
  • Ensures accuracy in statistical and financial reports
  • Identifies and documents process improvement opportunities and participates in project teams to develop and implement new ideas and /or processes
  • Develops and maintains a close working relationship with the other unit supervisors and coordinates work functions between the units
  • Performs other duties as may be assigned

Job Requirements



Bachelor's degree from an accredited college or university or


Equivalent combination of education and experience


Intermediate advanced experience in all Microsoft Office applications
